The Parliamentary Committee on Climate Change has given Apac, Kwania and Oyam district leaders one week to formally compile challenges and solutions related to climate change to be tabled before Parliament.
This was at a meeting of the committee, composed of more than 30 MPs, with district CAOs, environment officers, DHOs, DNRO,DEO, DCO, DPO and other officials at Apac District Council Hall as guided by the rule 92 of the procedures of Parliamentary committee on Climate change which provide oversight on the responsiveness of government on matter of climate Change, its mitigation and the Adoption .
Bagiire Aggrey Henry, MP for Bunya West in Mayuge District and chairperson of the Parliamentary Committee on Climate Change, says their mandates are based on, Secrunize all Bills presented Before Parliament related to climate Change mitigation and adaptation, Coordinates Parliamentary activities related to climate change, make recommendations to parliament on legal and decision mechanism to address climate change, implementation of climate smart practices in public and private sectors, monitor technology Co-transfer to mitigate effect of Climate Change, recommend parliament on how to mitigate effects and impact of Climate Change, provide a link between parliament and intuitions on the mitigation of the effects and impact of climate change.
Bagiire says the rule 22 sub section 1 and sub section 2(d)and (f)of the rule of the parliament, committee on Climate change schedule to undertake oversight Visits to lango sub region that are being greatly affected by the impact of climate change in order to access the extent of loss and damage and make the recommendations to responses Ness of government to address climate change challenges.
As of these Hon. Bagiire says the committee wrote to some of the districts in Lango that were affected to request to meet them and they Share with the committee the following issues: Operation of section 8 which is the district climate change action plan and implementation of the Uganda Climate Change Act 2021which call for the establishment of district environmental and Natural Resources Committee, and lower level local government Climate Change Committee in your respective districts local government.
Implementation of climate smart Project including infrastructure, transportation like Roads, Redges and water management system in your respective district local government, Impact of Climate change the local community in the last five years district local governments that includes; Effects on Agricultural productivity and food security like growth production, livestock, fishing, pasture management, Postharvest management etc), Impact of water Resources and managements that talk about wetland degradation and encroachment and Impact of climate change on local industry trade and commerce. Environmental consequences of climates change in your respective district local government in last 5 years including: Deforestation, this is the introduction of forest cover, land degradation out of climate change, Lawful Biodiversity and ecosystem disruption and report on water bond diseases, vector diseases, malnutrition and foodborne diseases, Increase natural disaster and extreme weather event:
a. Intervention, plan and budgeting before implemented to avat the impact and consequences mention in (c) and (d) above in your local government.
b. Local adaptation methods and strategies employed by your community to mitigate the effects of climate change your respective districts are employing
Bagiire said the committee needs Documented climate change challenges face and intervention of respective local government were he call challenges and proposed solutions to climate change presented in the reports by Chief Administrative Officers Mr. Alex Felix Majeme for Oyam, Robert Okwanga Deputy CAO Kwania and Janet Odongo Principle Assistant Secretary who presented on behalf of Apac CAO.
Wanyenya Shafiga MP Bungokho North, Mbale also double as Vice Chairperson Climate Change Committee uploaded the Kwania district for the best presentation and urged them to put into good practice as they shall be coming back for the follow up as recomeded by Parliamentary sitting.
James Ongu Tar, Kwania North MP, Joseph Jones Ogwal Omara, Dokolo North MP, and Betty Engola, the Apac District Woman MP, Babanga Wilfred MP Terego East, Attan Moses MP Soroti East- Soroti City among other committee members called for the formulation of policies aimed at fighting climate change by district leaders, as well as their strict implementation.
Ambrose Agec Opio, the LC5 chairman of Apac, said climate change has greatly affected Apac, especially the education sector and livelihoods, because it has damaged roads and caused water-related challenges, among others. He called for government support in addressing these challenges.
Vincent Opito Dokolo South MP said Lango is the first sub-region where the committee has started conducting its assessment, beginning with the combined district of Apac, Kwania and Oyam where they visited Igoti Primary School, health facilities and several roads affected by climate change in Apac district a. He said the findings will be compiled into a report to inform the formulation of laws in Uganda.
Andrew Onyuk, the RDC of Apac, asked the parliamentary committee to put in place a plan to provide equipment that gives accurate information about weather changes because climate change has left farmers facing difficulties in agriculture.
The committee will spend three days in Lango, where by they started with Apac, Kwania and Oyam follows with Lira and Alebtong, and will later complete its assessment in Dokolo and Amolatar.
