A functioning LoGPAC, for example, should not have to wait for a ministerial inspection to discover financial irregularities. A properly staffed Internal Audit Department should be able to identify weaknesses before they become major scandals. A well-supported Contracts Committee should be capable of detecting procurement problems before public resources are lost.
