Mpigi Drinkers Find Balaam’s 3pm Bar Directive Too Bitter to Take

According to Nile Post, the measure is contained in a letter dated August 10, 2026 from Minister of Local Government Balaam Barugahara Ateenyi to district, sub-county and town council chairpersons, calling for tighter regulation of alcohol sales and consumption.

The directive also bars the sale of alcohol to people under 18 and says the afternoon opening time is meant to give people time for productive work before drinking. In Mpigi, however, some drinkers and business owners argued that the restriction would reduce their freedom and hurt earnings. The report said some people were still drinking in the morning at popular spots in the district, and several mocked the policy during interviews.

Bar owners said many small businesses depend on early sales to meet repayments on borrowed capital, and some claimed the change would be especially difficult for women using bars as a source of income. The article also noted complaints that alcohol prices are already high.

Mpigi Assistant Resident District Commissioner Shads Mwanje said security agencies would arrest those who ignore the directive, framing it as an effort to curb excessive drinking and improve productivity.
