Cattle Restocking Scheme Faces Scrutiny Over Alleged Abuse in Acholi

Parliament is examining complaints about alleged favoritism, bribery and tampering with beneficiary lists in Gulu as Uganda’s cattle restocking programme comes under increased scrutiny. According to Nile Post, the Parliamentary Committee on Presidential Affairs, chaired in the meeting by Bardege-Layibi Division MP Martin Ojara Mapenduzi, raised the issues while reviewing the first phase of the programme with political and technical leaders from Acholi at the Gulu City Council Chambers.

The article says lawmakers heard claims that some local leaders added themselves, relatives and spouses to the lists, while intended recipients such as older people, widows, single mothers, former Lord’s Resistance Army abductees and returnees, and people with disabilities were left out. It also reported allegations that some officials asked for money from people hoping to be included. Gulu City was assigned Shs3.332 billion for 667 households, though officials said 640 beneficiaries had been paid by the time of the meeting.

In Gulu District, restocking focal person Alfred Opio said 320 of 329 approved beneficiaries had received funds, with remaining delays linked mainly to incorrect phone details. Gulu City Mayor Julius Acire Labeja acknowledged problems and promised action against underperforming officials. Dodoth East MP Peter Pex Paak warned that self-serving conduct could weaken public trust in government programmes.

The scheme is meant to help rebuild livestock wealth lost through insurgency, displacement and cattle rustling in northern and eastern Uganda. Government has set aside Shs80 billion for the first phase in 2025/26, with a further Shs100 billion planned for 2026/27. The committee said stronger verification, community involvement and accountability will be important as the programme expands.
