What the report says

Hoima district leaders have given heads of technical departments 14 days to explain complaints raised by residents about poor public service delivery and possible mismanagement of government programmes. The directive was issued at a community accountability baraza held at Buraru Health Centre III in Buraru Sub-county, where residents from Buraru, Buhanika, Bulindi Town Council and Kyabigambire shared concerns with local officials.

According to Nile Post, the complaints included substandard work on government projects such as health centre blocks, classroom blocks and water facilities. Residents also alleged absentee health workers, teachers demanding money in government schools, possible diversion or sale of government medicines, and irregularities linked to the Parish Development Model. Some participants further raised land-grabbing complaints and said some beneficiaries received less than the expected PDM support amount.

Hoima District Chairman Uthuman Mugisha said the district would investigate the allegations and take action against any official found responsible. Hoima District Assistant Resident District Commissioner Sonko Bongore warned civil servants against poor performance and said department heads must submit reports for review within the 14-day deadline. Deputy Chief Administrative Officer Evelyn Businge said the district would follow up on the issues and work to improve the quality of projects within available funding.

The meeting reflects a broader accountability effort in Hoima, where residents are being encouraged to raise service-delivery concerns directly with leaders. Such barazas are commonly used in local government oversight to push officials to answer complaints in public and improve transparency.
