BREAKING: Susan Kushaba Charged With Insulting Minister Minsa Kabanda

What the report says
Former Owino Market leader Susan Kushaba has been charged at Buganda Road Chief Magistrate’s Court over comments allegedly directed at Kampala Minister Minsa Kabanda. According to Nile Post, the case stems from remarks Kushaba made during an appearance on Investigator TikTok, where she is said to have described Kabanda as a fraudster and land grabber and questioned her political abilities.
The publication reports that the dispute is rooted in a long-running political rivalry between the two women. That tension dates back to disagreements over the management of St Balikuddembe Market, also known as Owino Market, where Kushaba previously served as interim chairperson. The rivalry later carried into the January 2026 Kampala Central parliamentary race, in which Kabanda was declared the winner on the National Resistance Movement ticket.
Nile Post also notes that Kushaba, who is associated with Gen Muhoozi Kainerugaba’s Patriotic League of Uganda, had challenged Kabanda’s suitability to mobilise support for the chief of defence forces’ political ambitions. The court appearance comes as Uganda continues to debate laws that criminalise insulting remarks. The article adds broader context that the Constitutional Court recently found it unconstitutional to limit protection under one such provision to women and girls, ordering the law to be amended.
