Nzeyi Refuses to Cede Temangalo Land, Offers Refund

What the report says

Businessman Amos Nzeyi has declined to hand over disputed land linked to the National Social Security Fund’s Temangalo housing project, according to Nile Post, instead saying he would refund the money paid for the contested 55 acres. The matter was discussed on Monday before Parliament’s Committee on Commissions, Statutory Authorities and State Enterprises (COSASE), which is examining issues raised in the Auditor General’s report for the 2024/2025 financial year.

Nzeyi was represented by lawyer Peter Kabatsi, who told MPs that his client does not accept NSSF’s claim over the full acreage. Kabatsi said the land in dispute is smaller than what NSSF is demanding and argued that one of the plots involved includes Nzeyi’s home and farm, making surrender difficult. He added that if NSSF wanted that plot, it should buy Nzeyi’s remaining land in the area at market value.

The committee also raised concerns after learning that the access road to the Temangalo project passes through land owned by Nzeyi. MPs questioned how the housing project was planned and approved without resolving access to the site first, and they also pressed contractors over the size and design of some of the houses. Nile Post reported that the committee asked for approved architectural drawings and bills of quantities.

In a separate issue, COSASE examined a Shs20 billion NSSF loan to Uganda Clays Limited and questioned whether part of the collateral was already tied to another loan from Housing Finance Bank. The committee said it will gather further submissions before making recommendations to Parliament.
