MPs Demands Answers Over NSSF’s Temangalo Land

Parliament’s Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) has ordered the National Social Security Fund (NSSF) to produce documents showing how it acquired the disputed Temangalo property in Wakiso District. According to Nile Post, the committee’s request followed a site visit as MPs continued reviewing NSSF’s financial and operational affairs.

The dispute centres on about 55 acres still occupied by businessman Amos Nzeyi. Nile Post reported that NSSF bought a larger parcel, estimated at 463.87 acres, from Nzeyi and Arma Limited in 2008 for about Shs11.2 billion, with plans for a major housing development. Under the arrangement, Nzeyi was allowed to keep part of the land for his home and farm, but a separate agreement on replacement land has not been resolved.

NSSF says it holds title to the property but has not gained full vacant possession, which has slowed progress on the Temangalo Affordable Housing Project. The project is expected to include roughly 3,500 homes, along with commercial services and social infrastructure. Work began in 2021 and the completion target has reportedly been pushed back from 2024 to 2025.

The issue has also moved to court after NSSF sought enforcement of the land-swap deal and Nzeyi’s eviction. Nzeyi, through his lawyer, said he could consider leaving if NSSF buys the remaining portion of his land, or otherwise would be willing to refund the money paid for the disputed land. The case matters because it affects a large public investment and has long drawn scrutiny over valuation, ownership and project delays.
