NSSF seeks court order to take full possession of Temangalo land

The National Social Security Fund (NSSF) has begun steps to seek a High Court order to take full possession of the disputed Temangalo land in Wakiso District, according to The Independent Uganda. The move comes as Parliament’s Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) has given NSSF and businessman Amos Nzeyi until next Monday to try to settle the matter out of court.

The long-running dispute centers on land NSSF says it bought in 2008 — about 463.87 acres covered by six titles in the Fund’s name. NSSF says Nzeyi has continued to occupy part of the property, including roughly 55 acres now at issue, after earlier agreements over a land swap did not produce land the Fund considered suitable. The Fund says its deadline for Nzeyi to provide alternative land expired on June 30, after which it moved toward enforcement and possible eviction action.

COSASE revisited the dispute on Monday and asked both sides to return next week with a resolution. Nzeyi’s lawyer, Peter Kabatsi, suggested possible settlement options, including a buyout of the disputed portion or a refund. Committee members also asked NSSF Managing Director Patrick Ayota to provide documents on valuations and the planned use of the land.

The report says the case has been before Parliament and through arbitration before, but remains unresolved. The latest push matters because NSSF says the land was intended for investment and housing development, yet it has not been able to secure full physical access despite holding the title.
