Kibaale RDC Warns Corrupt Officials Ahead of Minister Balaam’s Bunyoro Tour

Kibaale Deputy Resident District Commissioner Godfrey Kamagara has warned local officials and some beneficiaries accused of mishandling Emyooga and Parish Development Model (PDM) funds to stop corrupt practices or risk arrest and prosecution. Nile Post reported that he made the remarks on Thursday evening at the annual general meeting of the Buyanja Youth Leaders Savings and Credit Cooperative Society in Karuguuza Town, Kibaale District, ahead of a planned anti-corruption and mobilisation tour by Local Government Minister Balaam Barugahara in the Bunyoro sub-region.
According to the report, Kamagara said his office was compiling names of officials mentioned in the complaints and would hand a report to the minister. The warning followed grievances from youth leaders and beneficiaries who said the programmes were being undermined by alleged misuse of funds, technical hurdles and reported demands for kickbacks. He also urged young people to avoid drug abuse, gambling, reckless spending and crime, saying such behaviour could damage their future.
The district’s Principal Commercial Officer and Emyooga/PDM focal person, Sedrack Isingoma, said Kibaale had received Shs1.5 billion in Emyooga seed capital and Shs11 billion under PDM. The funds have been used in livestock, crop production and other income-generating projects. The report adds that some youth leaders welcomed the programmes but said access problems and corruption complaints remain a concern as the government intensifies oversight of its flagship initiatives.
