Residents of Mubende Municipality in central Uganda have pushed back against a government directive that would require bars to open only from 3 p.m., according to Nile Post, which said the order was issued by Local Government Minister Balaam Barugahara. The residents argue that the change would interfere with their routines and, for some, their livelihoods. The dispute was reported from Kibaati Cell, an informal settlement in Mubende, where several people said alcohol-related activity is tied to daily work and income.

Nile Post reported that some residents said they rely on drinking alcohol before work or business interactions, while others said later opening hours would leave too little time to drink and get home before dark. One resident with a disability said the earlier access matters because of the difficulty of traveling home at night. Village vice chairperson Vincent Kamukama also said the rule could hurt people whose earnings depend on bars and related businesses.

The directive is meant to reduce excessive alcohol consumption, but local authorities said implementation would include consultation. Mubende Municipality Assistant Resident District Commissioner Benon Tibyasa said the security committee will meet stakeholders to discuss how the policy should be enforced, and he urged residents to comply while the process continues. The episode reflects a wider policy tension between public health efforts to limit alcohol abuse and the economic dependence some communities have on the alcohol trade.
