The policy at issue is the federal Corporate Average Fuel Economy, or CAFE, system, which requires automakers to meet average fuel efficiency targets across the vehicles they sell. Under rules finalized by the Biden administration in 2024, fleetwide fuel economy was set to rise to about 50.4 miles per gallon by 2031, up from 39.1 mpg. Those standards were intended to cut fuel use and emissions while helping drivers save money over time.

Trump and Republican allies have used the term “EV mandate” to describe those higher efficiency requirements, although there is no federal rule forcing Americans to buy electric cars. The report says the rollback is part of a wider effort by the Trump administration to reverse policies that supported lower-emission vehicles, widening the gap between US policy and global shifts toward electric vehicles.
