A Conversation Africa analysis published by AllAfrica examines why South Africa still struggles to provide fair water access despite having broad and progressive water laws. The piece says the country’s water system affects health, sanitation, food production, jobs and the environment, yet millions of people still lack basic services, including clean running water and flushing toilets. It frames the issue as one of implementation rather than a shortage of legislation.

The article is based on research by environmental science academics who reviewed water-management studies, interviewed 35 people across government, NGOs, academia, agriculture, mining and water services, and surveyed households about unreliable supplies. Their findings point to weak political commitment, bureaucracy, corruption, poor coordination between departments, and limited technical capacity. The report also says maintenance is underfunded, leaving ageing infrastructure to deteriorate, and notes that municipalities in some areas struggle to retain skilled staff.

The analysis argues that inequality remains central to the problem. It says rural communities and small farmers often have less access to infrastructure, information and decision-making than large commercial users. It also highlights concerns that affected communities are frequently consulted only after key decisions are made. The authors say water policy needs stronger accountability, better maintenance, more transparent decisions and broader participation from communities, farmers, industry and civil society.

The piece adds that climate change and recurring droughts are making water stress harder to manage, but says fairer governance and local cooperation could improve outcomes over time.
