What the report says

Nigeria’s Federal Executive Council has approved a national framework meant to better coordinate humanitarian assistance, social protection and poverty reduction efforts across the country. The plan, called the One Humanitarian One Poverty Response System (OHOPRS), was presented by the Minister of Humanitarian Affairs and Poverty Reduction, Bernard Doro, and was reported by Vanguard on 29 October 2026. The ministry says the aim is to reduce overlap and fill gaps in support for vulnerable people.

According to the report, the framework is designed to bring government agencies, development partners and humanitarian groups into one coordinated system. Officials say it will link emergency relief with longer-term support, so households affected by conflict or other crises can receive immediate help such as food, shelter and healthcare, while also being connected to education, skills training and livelihood programmes.

Doro described the initiative as a broader reset rather than a new standalone programme, saying its success should be judged by how well services work together to improve people’s lives. The ministry also said OHOPRS is part of President Bola Tinubu’s Renewed Hope Agenda, which seeks to cut poverty more broadly. The framework was developed with input from stakeholders, including during a workshop at UN House in Abuja in March 2026, and was unveiled earlier this year by First Lady Oluremi Tinubu and Doro in Abuja, according to the report. Following approval, the ministry plans to work with federal, state and local authorities to implement it.
