Rwanda: Senators Push Private Sector to Lead Renewable Energy Adoption

Rwanda’s Senate is urging private energy firms to prove their renewable-energy models in the private market before asking the state to provide public infrastructure for pilots or scale-up. The comments came during a meeting last week between private sector representatives and the Senate Committee on Economy and Finance, according to The New Times, which reported the story through AllAfrica.

Senator Penine Uwimbabazi said companies should first show that their solutions work for businesses and institutions owned by private-sector peers, rather than relying immediately on government facilities. Her remarks responded to a proposal from Methode Maniraguha, chief executive of Abundio Energy, who suggested that firms be allowed to install solar systems in public institutions and factories at no upfront cost to demonstrate performance under an energy-as-a-service model.

Maniraguha argued that such demonstrations could help address doubts about whether solar power can run heavier equipment. Uwimbabazi, however, raised concerns about service and maintenance, saying some companies install household systems but do not always return when repairs are needed. Senator Frank Habineza also called for stronger arrangements to keep providers responsible after installation.

The discussion took place as energy operators described wider challenges in Rwanda’s off-grid and renewable sector, including financing constraints, regulatory issues and climate-related pressures. Hydropower developers said dry seasons can lower output and make projects less attractive to investors, while others pointed to difficult lending terms and the need for clearer coordination and support.
