President Museveni yet to decide on City Square land, says Deputy Press Secretary Kirunda

Watchdog Uganda reports that President Yoweri Kaguta Museveni has not yet approved any handover or allocation of City Square land in central Kampala for a proposed commercial project. The clarification came from his Deputy Press Secretary and Special Presidential Assistant for Press and Mobilisation, Alhaji Faruk Kirunda, amid public discussion over a presidential letter linked to the site.

According to the report, the letter dated August 30, 2026, did not authorize a transfer of the land. Instead, Museveni asked Kampala Capital City and Metropolitan Affairs Minister Minsa Kabanda to examine a proposal and consult Kampala Capital City Authority before returning with guidance. Kirunda said the President is waiting for a full assessment before making any decision.

The proposal reportedly came from investor Hajji Hassan Bulwadda and covers about two acres at City Square. It reportedly envisions a solar-powered complex with commercial features such as a hotel and shopping mall. The article says the matter has drawn speculation because of the site’s strategic location in the city center.

Kirunda’s remarks, posted on X, were presented as a reminder that presidential handling of investment proposals normally involves technical review rather than immediate approval. Watchdog Uganda says the clarification is intended to reduce confusion about the future of the City Square land while the proposal remains under consideration.
