What the report says

Paratus Uganda has begun offering Starlink’s low Earth orbit satellite internet service to enterprise customers, with the company saying it is the first provider in Uganda to do so after Starlink received formal licensing. According to The Independent Uganda, the launch follows an agreement and memorandum of understanding between the Uganda Communications Commission and Starlink signed on May 15, 2026. The report said the licensing ended months of uncertainty over Starlink’s status in the country.

The article placed the development against earlier regulatory action. In January 2026, Starlink temporarily suspended service after a UCC directive over equipment used without approval. The piece also noted a December 2025 Uganda Revenue Authority restriction on importing or clearing Starlink equipment without a letter from the Chief of Defence Forces. The publisher reported that these moves prompted public debate over regulation and security concerns around unauthorized communication equipment.

Paratus Uganda said the service is aimed at businesses operating in areas with limited terrestrial infrastructure and will complement its existing connectivity options, including its Goma-to-Mombasa route. The company, a joint venture between Paratus Group and Roke Telkom, said it is targeting sectors such as mining, healthcare, tourism, NGOs and government.

Paratus Uganda country manager Edwin Kyambadde said there had been strong demand from enterprise customers waiting for Starlink’s availability. Paratus Group said Uganda is its ninth African market offering Starlink services, and that satellite connectivity can add resilience and faster deployment where fibre and mobile networks are weak or absent.
