Nzeyi ready to refund NSSF for disputed Temangalo land

The Independent Uganda reports that a long-running dispute over part of the National Social Security Fund’s Temangalo land in Wakiso District has resurfaced after a parliamentary committee inspection found the Fund still cannot access about 55 contested acres. NSSF says it owns six titles for the 463.87-acre property, but businessman Amos Nzeyi continues to occupy the fenced-off section, which is being used as an animal farm.
According to the article, the dispute began with a 2008 agreement that let Nzeyi temporarily keep 104.88 acres around a farmhouse, on condition that he would later swap it for equivalent land suitable for NSSF’s housing plans. The replacement land arrangement never worked out, and the piece says later technical assessments found only a small portion of the alternative plots offered by Nzeyi met the Fund’s investment requirements. The matter has moved through arbitration, multiple parliamentary reviews and court action over the years.
The latest development came during an appearance before COSASE, where Nzeyi’s lawyer, Peter Kabatsi, suggested settling the issue out of court by either having NSSF buy out the remaining land or accept a cash refund. The committee raised concerns about the financial risk of accepting a refund based on 2008 land values after years of appreciation. NSSF said it has taken further steps to secure full possession, and Parliament has asked NSSF Managing Director Patrick Ayota to provide written records on valuation and stalled development plans before the next decision is made.
