Mukono opens territorial boundaries to boost revenue, service delivery

Mukono Municipality has begun a boundary-opening exercise aimed at mapping its full jurisdiction, finding revenue sources that may have been missed, and improving how public services are planned and delivered. The initiative is being led by the municipal Physical Planning Department with support from Uganda’s Ministry of Lands, according to Nile Post.

Officials said the work is meant to clarify areas that have been uncertain to local authorities and to reduce problems affecting urban planning, revenue collection and resource allocation. The exercise has already brought attention to locations that were previously overlooked as part of the municipality’s revenue base, as well as areas whose administrative status was not clearly established.

Among the places mentioned is Zzinga Island on Lake Victoria, which officials said had earlier been treated as part of Wakiso District but is now being examined within the territorial mapping process. Mukono leaders said the effort is being carried out alongside neighboring local governments, including Kira Municipal Council, Nama Sub-county, Nakisunga Sub-county and Kyampisi, to avoid disputes and overlapping claims.

Municipal officials, including the mayor and town clerk, said clearer boundaries would support better planning, stronger revenue mobilisation and more accurate public service delivery. More broadly, boundary clarification is a common step in local government administration, especially where population growth and changing settlement patterns have made jurisdiction lines less certain.
