Mukono district, Ministry roll out strict inclusion and non-discrimination guidelines for World Bank GKMA-UDP contractors

Mukono District Local Government and the Ministry of Kampala Capital City and Metropolitan Affairs have held a capacity-building session for contractors working on World Bank-funded infrastructure under the Greater Kampala Metropolitan Area Urban Development Programme (GKMA-UDP). The meeting took place on Tuesday at the district headquarters in Mukono and brought together implementers on projects including the Ntenjeru–Bule Road Phase II and Kisakombe Swamp works.

According to Watchdog Uganda, the session focused on inclusion, non-discrimination, labour compliance, and grievance handling. Contractors and consultants such as Ardent, CREG, Hersun Consultants, MBJ, and Continuum Engineering Limited were among those present. Facilitator Richard Ssebaggala urged transparent recruitment and clearer explanation of job roles so workers understand their contracts and are not excluded from opportunities.

Mukono District Community Development Officer Minisa Kirya Namukose told contractors to strengthen local complaint channels, keep project information open, and ensure all personnel sign codes of conduct. GKMA-UDP social development specialist Lameka Sseryazi emphasized that worker exploitation would not be tolerated and outlined expectations on contract review, timely wage payment, welfare facilities, and monthly reporting.

The initiative is meant to help ensure that vulnerable and marginalized groups can participate in and benefit from major urban infrastructure investment without discrimination. In general, such safeguards are often used on large development projects to improve labour standards, community accountability, and oversight, but the specific measures reported here were those presented at the Mukono engagement.
