Minnesota Attorney General Keith Ellison has filed a lawsuit seeking to compel Texas Governor Greg Abbott to extradite Immigration and Customs Enforcement agent Christian Castro so he can face criminal charges in Minnesota, according to Al Jazeera. The case stems from a January shooting in Minneapolis during a Trump-era immigration enforcement operation, in which Castro is accused of firing into the doorway of Venezuelan resident Julio Cesar Sosa-Celis and wounding him in the leg.

Al Jazeera reported that state prosecutors in Minnesota charged Castro in May with second-degree assault and falsely reporting a crime after video evidence and a federal review raised questions about earlier ICE testimony. Federal prosecutors also dropped charges against Sosa-Celis and another resident after the footage contradicted the agents’ account. Castro was arrested in Texas on May 29 and has remained in custody there since.

Ellison argues that Abbott has a legal duty to honor the extradition request and has delayed the process for nearly three months. He has also asked a federal court in southern Texas to prevent local authorities from releasing Castro from jail. Abbott’s office said it would not comment on pending extradition matters.

The dispute has broader significance because it touches on accountability in immigration enforcement and the use of force during President Donald Trump’s deportation crackdown. More broadly, the Minneapolis area was a center of that campaign, which drew criticism for aggressive tactics and heightened tensions between federal agents and residents.
