Malawi: Global Fund Audit Finds World Vision Malawi Liable for K576 Million in Non-Compliant Malaria Grant Spending

An audit by the Global Fund’s Office of the Inspector General has found World Vision Malawi responsible for about K576 million in non-compliant spending linked to a malaria grant, according to a report carried by Nyasa Times and distributed by AllAfrica. The audit covered World Vision Malawi’s management of a K151 billion grant for malaria work in Malawi and examined activity from 2020 to 2022.

The report says auditors identified fraudulent payments, weak oversight and missing records that made it difficult to confirm whether some indoor residual spraying activities actually took place. It cited issues involving a vehicle-hire supplier, as well as internal fraud cases inside World Vision Malawi’s finance operations. The organisation has reportedly recovered some funds and taken steps to dismiss staff implicated in the findings.

Beyond the financial losses, the audit raised wider concerns about grant controls, supplier reconciliation and compliance with Global Fund requirements. It said some vehicles used in the programme were not reflected in inspection reports and that supplier oversight was inconsistent across districts. The report also said the Global Fund’s supplier code of conduct had not been fully passed on to vendors.

The findings matter because World Vision Malawi has served as a principal recipient of Global Fund financing in Malawi, where the donor has invested heavily in malaria, TB and HIV programmes over time. The audit does not determine criminal liability, but it places administrative responsibility on the organisation for control failures under its watch.
