Kenya: Sifuna, Osotsi Dropped From Key Senate Oversight Committees in Minority Reshuffle

Capital FM, in a report distributed by AllAfrica, says Kenya’s Senate Minority leadership has submitted a broad committee reshuffle that would remove Nairobi Senator Edwin Sifuna and Vihiga Senator Godfrey Osotsi from two influential oversight panels. The changes, presented by the Minority Whip on Monday, July 27, are awaiting consideration and possible approval by the Senate.

Under the proposal, Sifuna would leave the County Public Accounts Committee and be assigned to the Standing Committee on Agriculture, Livestock and Fisheries. Osotsi would exit the County Public Investments and Special Funds Committee for the Standing Committee on National Cohesion, Equal Opportunity and Regional Integration. Their seats would be filled by nominated Senator Joseph Githuku and Kilifi Senator Stewart Madzayo on CPAC, and by Taita Taveta Senator Johnes Mwaruma and nominated Senator Hezena Lemaletian on CPIC.

Capital FM reported that the move comes against the backdrop of deepening divisions in ODM, where Sifuna and Osotsi have been associated with the Linda Mwananchi Movement, described as a breakaway opposition faction challenging the direction of the party leadership. The report notes that Sifuna was removed as ODM Secretary-General and Osotsi lost the Deputy Party Leader post, but also says Minority leaders have not publicly tied the committee changes to those political disputes.

The reshuffle is part of a wider reorganization of Minority representation on Senate committees following Senate Business Committee recommendations. Other proposed moves affect senators including Moses Kajwang’, Beatrice Ogola, Enoch Wambua, Shakila Abdalla and Hamida Kibwana. The Senate Business Committee also flagged a possible rules issue involving nominated Senator Crystal Asige serving on more than two standing committees without the required justification.
