Kenya: Ruto Vows Every University Student Will Get Full Govt Funding

Ruto said his administration is working to improve the current student-centred funding model so that access to higher education is not determined by a learner’s financial background.

According to the report, Ruto acknowledged public concern over how the government would finance such an expansive commitment, but argued that education is Kenya’s most important investment. He linked the plan to the country’s development ambitions, saying human capital and knowledge are central to Kenya’s path toward a more advanced economy.

The remarks follow Ruto’s earlier announcement of a plan to replace the existing needs-based university financing system with a universal model. Capital FM reported that, if Parliament approves proposed changes to the Higher Education Loans Board Act, students admitted to universities, colleges or the Kenya Medical Training College from September 2026 would be eligible for full government support, regardless of household income.

The proposal comes amid criticism of the current funding approach, including complaints about affordability, gaps in support and financial strain at public universities. The report said government figures indicate higher education institutions continue to face major funding shortfalls as enrolment grows. Education stakeholders have questioned whether the state has the fiscal capacity to carry out the plan, making parliamentary review and budget decisions central to whether the pledge can be implemented.
