Kenya: ODM MP Fronts Bill Making NYS Training Compulsory After Form Four

Capital FM, in a report distributed by AllAfrica, says Lang’ata MP Phelix Odiwuor, widely known as Jalang’o, plans to reintroduce proposed legislation that would make National Youth Service training compulsory for Kenyan students after completing Form Four. The ODM lawmaker reportedly said during a podcast interview that the Bill is nearing readiness for presentation to Parliament.

According to the report, the proposal would change NYS participation from the current voluntary recruitment model to a mandatory step before secondary school leavers move on to university, college or employment. Jalang’o argues the training should combine civic education, vocational learning and paramilitary-style discipline, with the goal of promoting patriotism, responsibility and practical skills among young people.

The National Youth Service, created in 1964, is described in the report as a state institution meant to provide technical, vocational and life skills while supporting public service and national cohesion. Capital FM also notes that the proposal comes as President William Ruto’s administration seeks to expand NYS intake, including a previously announced target to raise annual recruitment from 20,000 to 100,000 by 2028 and to give NYS graduates priority in some disciplined-service recruitment.

If the measure is formally tabled, it would still face Kenya’s normal legislative process, including publication, public participation, committee review, parliamentary debate and a vote in the National Assembly. The issue could be significant because compulsory national service would affect nearly all secondary school graduates and would require major policy, funding and implementation decisions.
