Kenya: IEBC Opens Major Tenders for Election Technology, Ballot Papers Ahead of 2027 Polls

Kenya’s Independent Electoral and Boundaries Commission has launched major procurement processes for election systems and materials as preparations intensify for the 2027 General Election, according to Capital FM’s report published by AllAfrica. The commission is seeking suppliers for an Integrated Elections Management System, related hardware and accessories, and a separate package covering ballot papers, tactile folders, the Register of Voters and statutory result forms.

The tenders are open to qualified local and international firms through competitive international procurement. The IEMS package includes delivery, installation, testing, commissioning, support and maintenance of the system, while the ballot-materials contract is intended to cover supplies on an as-needed basis for three years, spanning the 2027 election cycle and other electoral needs during that period. Tender documents are available through the IEBC website and the Public Procurement Information Portal, and bidders are required to submit their offers physically in Nairobi rather than online.

The report says the commission has set security requirements of Sh30 million for the technology tender and Sh40 million for the ballot-materials tender, with both securities valid for 270 days after bid submission. Pre-bid meetings are scheduled for mid-August, and the deadline for bids is September 1. The timing is significant because election procurement in Kenya has often drawn close scrutiny and, in past cycles, legal disputes. Completing these contracts early matters for testing, voter registration and broader logistical readiness ahead of polling day.
