IGG Steps Up Probe Into Alleged Busega–Mpigi Expressway Fund Mismanagement

Watchdog Uganda reported that the Inspector General of Government, Lady Justice Naluzze Aisha Batala, visited the Busega–Mpigi Expressway works as the Inspectorate intensifies an investigation into alleged misuse of money allocated to the road project. The visit, reported on July 28, was described as a site inspection intended to compare the physical progress on the ground with project records and gather evidence for the ongoing inquiry.

According to the report, the investigation concerns funds for the 23-kilometre expressway and 20 kilometres of access roads. Batala said the inspection was examining the present condition of the works, the basis for changes to the original design, and the reasons the project cost reportedly rose from UGX 600 billion to UGX 1.3 trillion. She said the findings would help determine whether the escalation was justified and served the public interest.

The IGG was accompanied by technical officers from the Ministry of Works and Transport and senior Inspectorate officials, including Annet Twine, Hilda Talibba and Hajjat Munira Ali. Watchdog Uganda reported that the inspection had generated new leads that could widen the probe, including questions about delays, planning, redesign and implementation.

The article also linked the visit to an earlier IGG directive dated July 1, 2026, after which the Ministry of Works and Transport suspended engineers Edwin Raymond Kiyaga and Dickens Ahimbisibwe over allegations connected to embezzlement of funds for the expressway and access roads.
