What the report says

The Ibanda Muslim District Kadhi, Hajj Yusuf Kalule Juma, has welcomed a Ministry of Education and Sports directive allowing female Muslim trainees in health training institutions to wear plain white head veils during classroom lessons and clinical practice. According to Nile Post, the policy was issued on August 6, 2026, and applies to both public and private health training institutions nationwide.

Kalule said the change supports Muslim women who want to observe their faith while continuing their studies and professional training. He also said a clear national rule should reduce confusion for schools and clinical placement sites that previously handled the matter case by case. The ministry’s decision follows concerns raised by the Uganda Muslim Supreme Council over earlier restrictions on head coverings in some institutions.

The new guidance is intended to balance religious observance with the requirements of health training, including uniform standards, hygiene and clinical discipline. Before this directive, there was no single national policy specifically allowing veils for female Muslim health trainees, leaving individual institutions to decide what was acceptable.

As reported by Nile Post, Kalule urged trainees to follow the new allowance responsibly and continue meeting professional expectations. In broader terms, the move reflects a continuing effort to accommodate faith-based dress within regulated training environments while maintaining institutional standards.
