Secretary to the Office of the President Hajji Yunus Kakande used a capacity-building workshop in Jinja City to warn Resident District Commissioners, Resident City Commissioners and other field officers against indiscipline and weak supervision. He also told them their role goes beyond occupying offices, saying they should actively track government projects, confirm whether contractors meet approved standards and timelines, and help resolve problems before projects are opened or commissioned. He singled out stalled or poorly executed works such as school construction as examples of why oversight matters.

He further pressed RDCs and security officers to protect poverty-reduction programmes including the Parish Development Model and Emyooga from corruption and misuse, and to make sure intended beneficiaries receive support. He linked effective public service to broader goals such as peace, security and socio-economic transformation, arguing that young people should focus more on work, skills and enterprise than politics.
