Finland has agreed to join France’s Forward Deterrence Initiative, becoming the 10th European country to align with the French-led nuclear cooperation framework. The deal was announced on Monday in Helsinki as part of a new strategic partnership between Finnish and French officials, with both sides framing it as a step to deepen security ties amid heightened concern in Europe about Russia and questions over long-term US security commitments.

According to the report, the initiative extends the reach of France’s nuclear deterrent through consultation, joint exercises and possible short-term deployment of nuclear-capable assets on allied territory. Finnish President Alexander Stubb said the move is meant above all to strengthen European security, while also stressing that it does not replace NATO’s nuclear deterrence. He said the matter had been discussed with both the United States and the alliance.

Finland joins Britain, Germany, Poland, Sweden, the Netherlands, Belgium, Greece, Denmark and Norway in the French cooperation framework. The report also notes that Estonia is in talks with France about possible participation. Finland said it does not plan to host nuclear weapons in peacetime.
