Drama as Villager Hired to Teach by Absentee Teacher Flees Arrest

Authorities in Hoima District are investigating an unusual case at Kabaale Public Primary School after a teacher allegedly stopped attending class and arranged for a villager to teach in her place. According to The Nile Post, the matter came to light on Monday during an inspection by district chairperson Uthuman Mugisha Kadiri. The teacher named in the report is Joseline Atugonza, who is accused of leaving her classroom unattended while Madrine Wembabazi Rahuma reportedly taught pupils and signed the attendance register on her behalf.

The report says the substitute teacher had also been staying in the school staff quarters, suggesting the arrangement may have continued for some time before it was discovered. When inspectors arrived, Rahuma allegedly fled the classroom and escaped into nearby bushland. The incident has prompted police involvement, and Mugisha directed that Atugonza and the school head teacher be arrested over absenteeism and the use of an unauthorized person to perform teaching duties.

A deputy head teacher who was present at the school has already given a statement to police as investigations continue. The case has drawn attention because it highlights concerns about attendance, supervision and accountability in public schools. More broadly, absenteeism by public servants can disrupt service delivery, especially in education where pupils depend on consistent instruction and oversight.
