What the report says

Hoima District has intensified efforts to recover money from the Youth Livelihood Programme after reporting that only a small portion of funds disbursed to youth groups in Buraru Sub-county has been repaid. According to the Nile Post report, the district released Shs122 million to 14 youth groups starting in the 2014/2015 financial year, but less than Shs13 million has so far been recovered.

District officials and local youth leaders have joined a renewed mobilisation drive aimed at encouraging beneficiaries to repay the funds. Those involved include the district vice chairperson, Fridah Kabagahya, Chief Administrative Officer Sarah Nakalungi, and Hoima District Youth Council chairperson Robert Kajura. The effort was discussed with beneficiaries who met in Kisagara Village.

Senior Development Officer Joyce Kabatalya, who serves as the focal person for both the Youth Livelihood Programme and the Uganda Women Entrepreneurship Programme, said the money was meant for different youth enterprises. She urged beneficiaries to revive their group projects, cooperate more closely and develop a stronger saving culture. She also encouraged them to consider commercial farming, citing the area’s fertile soils and favourable climate.

The district says the recovery drive matters because the programme is designed as revolving support, meaning repaid money can help other young people access financing and improve their livelihoods. The report presents the campaign as part of broader local and government efforts to boost youth enterprise and household incomes.
