Dokolo RDC Warns PDM Defaulters of Losing Access to Future Government Support

Parish Development Model beneficiaries in Dokolo District who do not repay their loans risk being shut out of future government support, including the livestock restocking programme, according to Resident District Commissioner Babra Akech. She said the district is worried about weak recovery of PDM funds even though about Shs26 billion has been distributed to 71 PDM SACCOs across the district. Akech urged recipients from the programme’s first phase to begin repaying through the WENDI system.

Akech said monitoring has shown that some beneficiaries used the money productively, especially for livestock projects such as cattle and goats. However, she warned that those who deliberately default could lose eligibility for later programmes. She also raised concerns about possible irregularities in the way PDM money is allocated, saying the rules provide for one beneficiary per household to receive Shs1 million, but alleging that some families had more than one member benefit. She further cautioned against bribery in the programme.

The warning came after PDM SACCO leadership elections were completed in eight parishes across four sub-counties and Dokolo Town Council. Some votes had been delayed earlier because of disputes and disruptions. In Adeknino Sub-county, Opio Bosco defeated incumbent Ocwer Andrew to become chairperson of the Adeknino PDM SACCO, while in Adwongowor Parish, Olwal Felix was elected chairperson after the incumbent stepped aside.

District communication officer Musafiri Suwed told the new leaders not to divert funds meant for beneficiaries. Akech praised residents for keeping peace during the exercise and called on SACCO leaders to manage the money with transparency, accountability and integrity.
