Presidency Minister Milly Babalanda has instructed Resident District Commissioners and other presidential representatives to keep their attention on monitoring government programmes and improving service delivery, rather than getting drawn into political arguments, rumours or personal disputes. The guidance was reported by Nile Post and was directed at RDCs, Deputy RDCs, Assistant RDCs, Regional Internal Security Officers and District Internal Security Officers.

According to the report, Babalanda made the remarks on Wednesday as she closed a three-day capacity-building workshop for presidential representatives from the Busoga Sub-region at Source of the Nile Hotel in Jinja City. She urged the officers to spend more time in communities, inspect projects directly, identify implementation problems and verify whether public services are reaching intended beneficiaries.

Babalanda also warned against corruption, misuse of public resources and abuse of office, saying complaints and accusations should be handled through evidence and due process. She cautioned the officers not to let political propaganda or criticism from opposition figures distract them from their duties, and she stressed professionalism, restraint and factual public communication.

In broader context, RDCs and related officials serve as the President’s representatives at local level in Uganda, where they are often expected to oversee state programmes and coordinate with district authorities. The minister also said internal disagreements should not interfere with service delivery and reminded officers that appointment and transfer decisions rest with the competent authorities.
