Anti-Corruption Unit Nets Five Kisoro Officials Over Job Scam, CAO on the Run

What the report says
The State House Anti-Corruption Unit, working with the Criminal Investigations Directorate, has detained five Kisoro district officials over allegations that they took money from job seekers in exchange for government posts. According to Nile Post, the officials were moved to Kampala for further questioning, while three other suspects remain at large. Kisoro Chief Administrative Officer John Nyakahuma is also reported to be on the run in connection with the same case.
Those in custody include Kisoro District Speaker Hakizimana Amos, District Service Commission chairperson Erastus Nshaka, commission member Richard Turamuhawe, district councillor John Mfitumukiza and alleged middleman Alphonse Muhanika. The public body said its preliminary inquiries point to a wider scheme involving several job applicants and payments allegedly made between October and December 2025. Investigators said they have gathered WhatsApp chats, mobile money records and other material they believe links the suspects to the complaints.
The article says the suspected payments total about Shs200 million, though that figure is presented as part of the investigators’ account. It also describes separate allegations involving demands for cash or goods to influence recruitment into district jobs. Some applicants reportedly received appointments, while others did not, and one suspect is said to have refunded part of the money.
The Anti-Corruption Unit said the case is nearing the charge stage and that the suspects are expected to face offences including corruption by a public officer, abuse of office and corruption by an agent. More broadly, the matter highlights continuing concerns about job-related bribery in local government recruitment in Uganda.
