Calls have intensified for Uganda’s Express Penalty System (EPS) to be restored after a pedestrian was killed over the weekend on the Kampala-Entebbe Expressway. According to The Independent Uganda, the fatal crash happened on Sunday at kilometre 3 of the Kajjansi-Busega section, near a sharp bend, and involved a black minivan that was left badly damaged against the median barrier. Traffic police and expressway personnel inspected the scene, but authorities had not immediately identified the pedestrian or provided a full account of how the collision occurred.

The expressway operator, Kampala Entebbe Expressway (KEE), said it was saddened by the incident and again warned people not to cross the highway, cut safety fencing or enter through unauthorised access points. The company also said it had recently sensitised nearby communities about the dangers of using the road outside designated crossing areas.

Residents and regular users quoted by the paper linked the renewed debate to the earlier EPS system, which used cameras and other technology to detect traffic offences before Cabinet suspended it for review. They argued that camera-backed enforcement could help curb speeding, make drivers more cautious and improve safety for both motorists and pedestrians. An eyewitness also said a lack of speed regulation could lead to more deaths on the expressway. The report highlights ongoing concerns about unsafe crossings and enforcement on one of Uganda’s busiest roads.
