In a RootsToFoods Capital Series podcast interview published by AllAfrica, Frannie Léautier, chief executive of SouthBridge Investments and a former senior leader at the World Bank, African Development Bank and Trade and Development Bank, argued that Africa’s main financing problem is not a lack of money but a lack of structures that can channel capital into investable projects. Léautier said Africa has large pools of domestic resources, citing Africa Finance Corporation estimates of more than $4 trillion in holdings across long-term institutional capital, commercial-bank assets and central-bank reserves. She stressed that these funds serve different purposes and cannot simply be redirected, but that a portion could be mobilized if investors had clearer pipelines, better risk-sharing tools and stronger market infrastructure.

She also pointed to incentives that keep domestic capital cautious, including regulatory preferences for sovereign debt, a shortage of bankable projects and mismatches between investor liquidity needs and the long life of infrastructure assets. In her view, the solution is an “architecture” that improves trust, governance and transparency so investors can explain opportunities to their boards and participate with confidence.

The interview connected that argument to wider efforts around African financial sovereignty, including guarantee platforms, portfolio risk transfers and digital systems that help co-financiers identify and assess projects. The broader significance is that, as external aid becomes more volatile, African institutions may need to rely more on domestic capital and better-designed public-private financing channels.
