Zimbabwe: Tagwirei, Zanu-PF Provincial Bosses Sworn Into Senate After Mnangagwa Appointments

Businessman Kudakwashe Tagwirei and nine other appointees were sworn into Zimbabwe’s Senate after President Emmerson Mnangagwa named them under constitutional changes that expanded the chamber from 80 to 90 members. The report, published by New Zimbabwe and distributed by AllAfrica, said the appointments followed the passage of Constitutional Amendment Act No. 3, signed into law in July 2026, which allows the president to name 10 senators after consultation with the National Assembly.

The new senators include several figures with strong ties to Zanu PF, among them provincial party leaders Jabulani Sibanda, Godwills Masimirembwa and Mary Mliswa, as well as retired Major-General Gibson Mashingaidze and former minister Makhosini Hlongwane. Tagwirei, who also advises Mnangagwa, has become more visible in politics since joining the ruling party’s Central Committee and backing the reform process.

The appointments have drawn scrutiny because critics question whether the nominees were chosen for professional expertise, as the law says, or mainly for political loyalty. Some opponents have described the move as a reward for support for the constitutional amendments. The report said one appointee, Brilliant Dube, had previously been associated with an anti-amendment campaign before changing her stance.

The development matters because it gives the president a formal role in shaping the upper chamber and could strengthen Zanu PF’s influence in parliament at a time of debate over constitutional reform and succession politics.
