A Zimbabwean parliamentary portfolio committee was turned away from Hwange Colliery Company Limited during the start of a tour of mining and energy firms, according to New Zimbabwe via AllAfrica. The committee had planned to make Hwange its first stop, but company management said it had not been notified about the visit and did not permit the inspection to go ahead.

Committee chair Remigious Matangira said he was frustrated that lawmakers were blocked from entering a company where the government is the majority shareholder. He argued that Parliament’s oversight role should allow access to state-linked operations and said the committee would seek clarification from the relevant authorities so the problem does not recur.

Hwange Colliery is a state-owned mine that has been trying to rebuild operations after being placed under administration in 2018 because of heavy debt. Public reporting has linked the company’s turnaround efforts to projects such as redeveloping the underground mine and restoring the coke oven battery, which are seen as important to improving its long-term viability.

The incident comes as Parliament increases scrutiny of mining-sector performance and governance. It highlights possible tensions between oversight bodies and company management over access, scheduling and accountability, especially at a strategically important mine where government has a direct stake.
