What the report says

Residents of Nsujjumpolwe Village in Muduuma Sub-county, Mpigi District, are accusing Kampala Capital City Authority (KCCA) of sending stray dogs to the area along with garbage deliveries from Kampala. The allegations were raised by villagers led by chairperson Milliam Namukwaya, who said the number of dogs around the waste site has grown sharply since garbage dumping began there.

According to the residents, the animals include adults and puppies and now move freely through the village, where they are said to attack goats, pigs and poultry and to create safety concerns, especially in the evening. The community says it first assumed the dogs were simply coming to the dumping site to look for food, but later believed some garbage trucks were bringing dogs and leaving them behind.

The residents say the situation has become unacceptable because they had already tolerated the impact of the waste site itself, including smell and other disruptions. They are now asking KCCA and other local authorities to investigate the claims, remove any dogs found to have been brought in, and address the problem before tensions rise further.

Nile Post reported that KCCA had not responded to the allegations by the time of publication. More broadly, the dispute highlights the kind of friction that can arise when urban waste disposal sites are placed near rural communities, particularly when residents believe additional environmental or security risks are being created.
