The Hill published an opinion column by Merrill Matthews on July 21 criticizing President Donald Trump’s recent speech about the 2020 election. Matthews argued that Trump repeated long-running claims about election problems without presenting evidence that foreign actors changed votes or election results. The column said Trump’s remarks also conflicted with U.S. intelligence assessments he cited or declassified.

A central point in the piece was the distinction between election “influence” and election “interference.” Matthews wrote that influence efforts seek to shape voter views through messaging, pressure or covert activity, while interference targets election mechanics such as registration systems, ballot casting, vote counting or results reporting. The column said there is evidence that foreign governments have tried to influence U.S. elections, but little evidence that they successfully interfered with the technical conduct of the 2020 vote.

Matthews cited a March 2021 National Intelligence Council assessment that found no indication any foreign actor altered technical aspects of the 2020 election process. The column also noted that the council assessed Russia conducted influence operations aimed at hurting Joe Biden, while China did not deploy interference efforts and considered but did not carry out influence activity intended to change the presidential outcome.

The opinion piece said the decentralized structure of U.S. election administration makes broad technical manipulation difficult, because elections are run across many state and local systems. Matthews argued that claims undermining trust in election infrastructure can themselves damage public confidence, and concluded that Trump’s message risked reinforcing the kind of distrust U.S. intelligence officials have warned foreign adversaries may try to exploit.
