Israel remains skeptical and has said it will not withdraw until Hamas disarms. The BBC reports that Israeli officials want any pullback to follow compliance with the deal, while far-right minister Itamar Ben-Gvir called the plan unacceptable. Hamas, meanwhile, says Israel must end its offensive and fully withdraw before it will give up all heavy weapons.
The agreement also touches on Gaza’s civil service and future governance, with provisions to treat public employees fairly and to transfer authority to a new administrative body. The BBC says the broader context is Gaza’s severe humanitarian crisis, the ongoing ceasefire tensions, and uncertainty over whether the agreement can be implemented on the ground.
