Wakiso councillors urged to prioritise service delivery over political rivalry

Ministry of Local Government officials have told Wakiso District councillors to put service delivery, development and local revenue generation ahead of political rivalry, personal interests and election-minded behavior. The message was delivered during an induction for the councillors in Hoima City, according to Nile Post, with officials warning that division and a focus on popularity can weaken public confidence and slow local leadership.

Dominic Kashaki, a local government governance specialist and national inductor, urged councillors to treat their seats as a public responsibility rather than a platform for personal gain. He encouraged them to avoid unnecessary confrontations, work collectively and make decisions that help Wakiso address its development challenges. He also said any discussion about increasing councillors’ allowances should be backed by clear proposals and practical justification.

The officials pointed to Wakiso’s strong economic position as an opportunity. Assumpta Ikiriza Tibamwenda, a technical adviser on local economic development, said the district’s proximity to Kampala, along with assets such as major infrastructure, tourism sites and Entebbe International Airport, could support stronger local revenue. She urged councillors and technical staff to cooperate on investment, tourism, real estate and skills-based projects such as learning centres and farming initiatives. Eugene Gerald Ssemakula, a ministry trainer, also reminded leaders to respect their respective roles and follow council procedures. The guidance reflects a broader push for local governments in Uganda to improve self-reliance and service delivery.
