UPDF Appoints Col. Winston Mugarura as Deputy Commander of 3 Infantry Division

Nile Post reported that the Uganda Peoples’ Defence Forces has named Col. Winston Mugarura as Deputy Commander of the 3 Infantry Division, taking over from Brig. Gen. Allan Kyangungu. The change was formalized on Thursday at a handover ceremony at the division’s headquarters in Moroto, in Uganda’s north-east.

According to the report, the UPDF described the appointment as part of routine leadership changes within its formations, intended to improve professionalism and bring in fresh experience and perspectives. Maj. Gen. Wilberforce Serunkuma, the 3 Infantry Division Commander, presided over the transition and praised Brig. Gen. Kyangungu’s work, particularly in troop training and operational readiness.

Serunkuma said Mugarura’s prior exposure to the Karamoja sub-region would help him adapt quickly. He also directed the incoming deputy commander to help protect and build on socio-economic gains in the area, while encouraging commanders to emphasize teamwork, mentorship and a supportive environment for soldiers. Mugarura, in remarks after taking office, said he would focus on teamwork, mentorship and commitment to duty.

The 3 Infantry Division plays a central role in UPDF operations in north-eastern Uganda, including Karamoja, a region where security forces have been involved in efforts to address cattle rustling and wider stability concerns. Nile Post said the ceremony was attended by senior UPDF officers, sister security agencies and regional leaders, including Anti-Stock Theft Unit Commandant ACP Francis Chemusto and the Mountain Moroto Police Commander.
