UNEB Urges Stakeholders to Act on NAPE Findings to Improve Education System

The Uganda National Examinations Board (UNEB) has urged government, education managers, development partners and other stakeholders to act on the findings of the 2025 National Assessment of Progress in Education (NAPE) to help improve learning outcomes in Uganda. According to the Nile Post report, UNEB said the assessment offers evidence on how learners are performing under the country’s competence-based curriculum and should be used to shape policy, planning and corrective action.

UNEB Executive Director Dan Odongo said the report can help identify weaknesses in the education system and highlight areas where learners are struggling. He compared the assessment to a dashboard that signals when attention is needed, while stressing that UNEB’s role is to provide objective evidence rather than prescribe solutions. He said policymakers and education actors must investigate the causes of performance gaps and decide on interventions.

The board said the 2025 exercise is especially significant because it is the first national lower-secondary assessment since the competence-based curriculum was introduced in 2020. UNEB also noted that the previous secondary-level NAPE was conducted in 2014. It said the new findings provide the first national evidence on learner performance under the revised curriculum and can support its continued implementation.

In a broader sense, national assessments like NAPE are used in many education systems to track learner achievement and guide reforms. UNEB said the goal is to spot challenges early enough to help students before they reach national examination stages.
