UHRC Calls on Ugandans to Vote in LC1 Elections, Describes Villages as Foundation of Democracy

Nile Post reported that the Uganda Human Rights Commission has encouraged registered voters to take part in the Local Council I elections, framing village leadership as a central part of democratic participation and local problem-solving. The commission’s message, delivered ahead of the polls, emphasized that LC1 councils are often the first level of leadership residents turn to when issues arise in their communities.

According to the report, Uganda Human Rights Commissioner Crispin Kaheru said LC1 leaders are important in responding to everyday concerns such as land disagreements, domestic violence, theft and disputes among neighbours. UHRC urged voters to choose leaders carefully, saying the standard of leadership at village level affects residents’ quality of life and contributes to stronger national governance from the grassroots.

The commission also asked citizens to remain involved beyond election day. Nile Post reported that UHRC encouraged residents to know their local leaders, stay in contact with LC1 chairpersons and, where possible, use community communication channels such as village WhatsApp groups. The commission said better communication can help with emergency response, security in neighbourhoods and mobilisation for community needs.

UHRC further appealed for peaceful participation, asking voters to respect the law, avoid intimidation, violence and hate speech, and accept that political rivals remain neighbours after the election. The message matters because LC1 structures are the most local tier of government in Uganda, and their effectiveness can shape how quickly community disputes, safety concerns and basic civic issues are addressed.
