Uganda: PLU Demands Halt of Public Financing to Rwabogo's Paceid

The Patriotic League of Uganda (PLU) is urging the Ministry of Finance to stop a reported public payment of more than 52 billion shillings, or about US$14 million, to the Presidential Advisory Committee on Exports and Industrial Development (PACEID). The call, reported by The Independent in Kampala and carried by AllAfrica, comes amid a public dispute between PLU chairman and Chief of Defence Forces Gen. Muhoozi Kainerugaba and PACEID chairperson Odrek Rwabwogo.

According to the report, PLU official David Kabanda said the group wants ministries, agencies and local governments to suspend dealings with PACEID until its legal status, staffing, financing and accountability are clarified. He also questioned the basis for any payment tied to an alleged South Sudan-related supply deal and raised further concerns about who manages the committee’s finances and appointments. The article says the specific US$14 million claim could not be independently verified.

Rwabwogo has rejected the allegations and said PACEID was created by President Yoweri Museveni in 2022, later placed under the Office of the President, and has not been dissolved. He said the committee works on export-market access, standards, transport and financing, and has helped improve Uganda’s export performance. The report adds that the disagreement has also drawn in earlier South Sudan compensation claims and separate allegations about land in Kiruhura District, though those issues have not been established by court or official finding.
