Uganda nominates Olara Otunnu for UN Secretary-General race

Nile Post reports that Uganda has formally put forward Olara Otunnu, a former foreign affairs minister and longtime diplomat, as a candidate for United Nations Secretary-General. The nomination was made through a July 24 letter from Uganda’s Permanent Representative to the UN, Ambassador Adonia Ayebare, to the presidents of the UN General Assembly and Security Council, and was circulated to member states on July 25. The report says Otunnu becomes the seventh contender in the race to succeed António Guterres.

According to the report, Uganda’s Ministry of Foreign Affairs described Otunnu as well suited for the role because of his experience across the UN system, national government, peacebuilding and academia. Otunnu previously served as Uganda’s Permanent Representative to the UN from 1980 to 1985, chaired the Security Council in December 1981, served as foreign affairs minister from 1985 to 1986, and later became the UN’s first Special Representative for Children and Armed Conflict from 1998 to 2005.

Nile Post also notes Otunnu’s political profile at home, including his 2011 presidential run on the Uganda People’s Congress ticket, and his recent involvement in reconciliation work in northern Uganda through the Roco Paco peacebuilding initiative. The article says he previously showed interest in the UN post in 1996 but did not receive government backing at the time.

The nomination matters because the selection process is shaped by Security Council politics and informal expectations around regional rotation. Nile Post reports that some diplomats have argued the next Secretary-General should come from Latin America and the Caribbean, while Otunnu’s entry makes him another African candidate in the field.
