What the report says

Uganda’s Judiciary has expanded its electronic performance appraisal system, known as the Performance Enhancement Tool (PET), beyond judicial officers and ICT staff to additional administrative departments. According to Nile Post, the rollout is being accompanied by a two-day training workshop for staff in the Registry of Communications and Public Relations, the Policy and Planning Department, and the Human Resources Department in Kampala.

The initiative is intended to improve accountability, staff productivity and efficiency in justice delivery. Justice Mike Chibita, who chairs the Performance Management and Awards Committee, said the 360-degree appraisal approach is meant to clarify responsibilities, align expectations and support professional development. He added that the framework is designed to strengthen institutional accountability rather than punish employees.

Chief Registrar Agnes Alum said the system was launched by the President in 2019 and became operational on 17 October 2025. She said the latest training will prepare selected department heads and staff to assess both themselves and their colleagues, subordinates and supervisors. The system uses defined performance indicators, structured feedback and standardized appraisals, and is expected to reduce errors linked to manual reporting while allowing real-time monitoring.

Nile Post also reported that participants will be trained on scoring models, competency measures, targets, case weights and survey tools for feedback from court users, advocates and prosecutors. The Judiciary says the effectiveness of the tool will depend on the accuracy and quality of the information entered.
