Uganda Calls for Stronger African-Led Mechanisms to Prevent and Resolve Conflicts

At an extraordinary summit in Luanda, Angola, Uganda urged African Union members to strengthen political ownership, institutional coordination and practical action in order to make the continent’s peace and security systems more effective at preventing and resolving conflicts. According to Watchdog Uganda, the statement was delivered by Defence Minister Hon. Kiryowa Kiwanuka, who represented President Yoweri Kaguta Museveni and conveyed Uganda’s support for AU efforts aligned with Agenda 2063.

Uganda said Africa faces a mix of security pressures, including terrorism, outside interference, youth unemployment, climate-related insecurity and displacement. The government’s view, as reported by Watchdog Uganda, was that the main gap is not the absence of frameworks, but the need to better implement existing ones and improve coordination between the AU Commission, regional economic communities and other regional mechanisms.

The country outlined four priorities: more coherent institutions, faster translation of early warning into action, reliable funding for peace operations, and full use of continental humanitarian and peace bodies. It also pressed for completion of AU tools aimed at identifying threats earlier, and called for stronger financing of peace efforts, including support for the AU Peace Fund and UN Security Council resolution 2719. Uganda said it is ready to host the African Humanitarian Agency in Kampala and supported fixing logistical problems affecting the African Standby Force.

The broader significance is that Uganda is backing a more African-led response to conflicts, with an emphasis on implementation, accountability and regular review rather than new structures.
